starting rank gets 5 tech, must match granted spec unless no spec needed.
each rank up get 5 more tech ( power may increase upon rank), last rank gets 3.
an example of a tech is the weapon required move:

power ranking allowed for each rank goes up 2 places, rank 1 can you up to level 2 power ranking

example of an ability/tech:
Move Name: Weapon Form Skill
Spec: None
Requirements Must be a weapon
Power Ranking: 1
Description: The weapon transforms into weapon and flies to their meisters awaiting hand
